This has led me to adopt what I call the "common-sense" approach to low-sec areas. Three simple rules to keeping yourself safe from pirates.

C'mon, what do you have to lose? Just fly a (fast) frigate or any other cheap ship and get it insured platinum. The mods you put in it are looted from NPC pirates in .5 and you are off. If pod-killed you probably get a new clone which is cheaper than a 1mn ab.
Go NPC rat hunting in 0.4. Rats in general can be done with a frigate and know when to warp out to get your shields and armor up to reasonable levels and get back in again. Keep in mind, it takes a while to take out the rats in your frigate, so check local regularly and train to make quick assessments of ships flying in so you can make a decision to warp out or not. And if you see a newbie in a cruiser, you may even be able to attack it since they probably only trained as fast as possible to fly the cruiser and forget all about the mods to be fitted.
If you are new, especially go to low sec. This is the only time entering low sec is cheap. If you are "older" your clone gets more expensive and you probably make the mistake going into low sec with ships you cant really afford (maintain) yet.
Last week I went tot BoB/NORAD territory in a Navitas, without weapons, without stabs, without...well...basically everything. Flew there almost all day and people were actually very friendly towards me. Got some great talks and even did some Crystalline Crokite mining. Got in a very funny discussion with a NORAD guy since I wanted to sell, yes...a whopping 64 units and he was trying to explain to me about NORAD claims, etc. Of which at that time, well, I didn't care that much. 64 units are still on the market and I will probably not sell it, but what the heck.
Parked my ship in a station and took a shuttle to fly back. I was considering to get podded since that would get me faster "home" then flying. But I just wanted to see if I would make it home alive. Only at the last gate before secure space I found a lame gate camp in which they managed to get my shields and armor to zero. Still managed to get through the gate and home safely.
This experience was great fun. If you do it you will find some surprised people questioning what the heck you are doing there.
Again, go out. This is your chance.
TIP: Getting in and out low sec is basically the biggest problem. You will find gate camps at the gates between low and high sec. Once you are in you can probably fly around for a long time. So enter and leave low sec when EVE is not at its peak and check the map statistics.
